Well and is this sort of a new week here on the financial exchange and we ended last week with markets in negative territory. We started this week with markets once again in negative territory checks out of Mike Armstrong talked or Silva no bear it today. But you know we looking kind of where we sit right now. And after a 460 point down day on the Dow long enough Friday the NASDAQ was off about a 190 points today the Dow so far off bad night for the NASDAQ off about 48 so. No relief at least in terms of you know markets at this point. The big news breaking over the weekend which that we kind of wondered would it affect markets at all today. The special counsel more wrapping up the investigation of the president and whether or not there was Russian collusion. And whether or not there was obstruction of justice. Handing that report off to the attorney general William Barr. And Bart effectively over that we cannot lose some they think around 4 PM or so yes Emery. Came out its animal was probably three maybe four page summary and to congress effectively saying. That the mower investigation did not find evidence of collusion between the trump campaign and Russia. And that effectively obstruction of justice was something that they can either proven or disproven so they punted to the attorney general. Who pretty much that tape because there's no crime committed. We're not going to find obstruction of justice because there was no justice to obstruct that was that was the message from the attorney general effectively. And so you know we have some headlines where you read through omens are you say okay. You know this one from CNBC here's a wrap of Wall Street investors think the more findings mean for the stock market. I think team since day one. The more report was not going to influence the stock market in any way shape or form. Because even let's play out the string and I've said this since the beginning. You put mystery it's OK suppose that the president had been guilty of these things. OK then you you've got president Mike Pence doesn't change anything just this fundamentally no change that happens agreed but. I think the point that I would take away from this is that. If something aid like let's say there were a bombshell in here that you called for impeachment. Which there clearly was not to me read him to go down that road but that would have been short term volatile for the stock. Short term certainly this morning the markets are beam down way way further that the case and the one thing that it allows. I think it does allow one thing to happen which is. We don't have to talk about it the next year I don't even know. Would have been that the markets would have been down for any you know short term period time. Maybe made it break it's completely hypothetical at this point so west but even if it had like the way I look at it okay do you think president pence is going to draw such a hard line with China. Like I I play a game at the all the sheriff and I said it is not really much like that would actually happen but the big thing. You have knew of no findings of the of any new material importance at least from the summary will still wait to see what comes out once we BO get. Portions are being a potentially all of the more report but it doesn't appear that you're going to be seeing any kind of shake up in the administration as a result of snow there. And change the no change and I think this will stop sucking up every ounce of oxygen in the room. For the at least lesson you know sucking up lessen the oxygen that it would have otherwise which allows us to maybe talk about. Some other policy the changes that the administration wants to get to. So with that in mind will kind of move on to wat you know some other news items today and I know obviously that was kind of the big thing that broke over the weekend but. It's not moving markets and to non market store so it's it's not something that really is is going to be a focus of ours just because. Did that there's nothing there there's no there there it's it's where we're sitting here saying okay we need to look at you know what's actually going to be influencing markets. So let's talk a little bit about some some local stories first. We have a story. Out of Somerville. Stop & Shop is as you know is the I believe one of the only. Supermarket chains. In New England that has a union sports workers use an answer for chip and so what you have peers at the Stop & Shop in Somerville. You had a protest. That happened over the weekend on Saturday. And effectively it was a whole bunch of workers. Who were protesting the fact they still do not have an agreement on a new contract with the company. Yeah so that there are not striking there tempted to get the facts straight the strike has been authorized by the union said the yacht the union can call a strike. At any point if they so desire but he has not being paid to workers still going to Stop & Shop this is a protest they netted. Health some signs of walk through the store and there's. We don't know exactly what's happening in the negotiations but from the side of the workers that sound they sound like their opinions Taylor who were in this great economy. Everyone's getting wage increases and Stop & Shop wants to decrease the workforce. Cut wages and pension benefits and cut health insurance. At least that's what we're hearing from the workers now we knew we haven't really gotten that same. We haven't really gotten as much commentary out of stoppage up as to what their action proposing in this deal. But you know within the next few weeks integrating its more details. The market and the grocery business is a low margin business to begin when there is you you're talking. One to 3% margins in a lot of cases it's it's not a business that makes a bunch of money because they sell the one thing and make a bunch money each time they Celek they make money purely it's it's a volume game yet when it's all said and done. And so on one level I sit there and and I've got some sympathy for Stop & Shop as a company because they sit there and I say. Men like it is a tough business you know this is not one where you have been out looking like you know apple which is you know. Bringing in billions of dollars in free cash flow stop shops not that kind of business. On the other hand I look at the workers. That are at Stop & Shop right now in SA. Paid is pretty good economy maybe it is time for them to get paid. But here's the counterpoint to that. If you're workers Stop & Shop and you're really not happy with what you make and right now. There are plenty of other jobs with skill set that you can hop to. Yeah I wonder how much of this is tied up in the fact that you know maybe your Stop & Shop worker in you've got to. Built in pension that's you're a long time employee feet right twenty years I have been here for fifteen years yes sure I could go get a better wage working at Whole Foods Market basket. But I'm gonna walk away from increasing tension here. Yen and that's I mean. I don't know just as I have at work I I work that Stop & Shop so I actually glee when I was in my first job ever had I was cashier at Stop & Shop so I remember seeing union dues coming out of my paycheck there. I've never worked another grocery store other than that so what I'd be curious. You know with any other grocery stores in the New England region offer pensions for. The average employee. Not to my knowledge I'd be cures if if anyone who's listening I know someone who works for whether it's market basket whole food Shaw's Trader Joe's. General Mills so again if they're still out there in this big employs I was good I would say the most surprise that was an analyst with JPMorgan. I was pretty surprised that they still offer and. Curious how the JPMorgan pension works just because you know again I could be here here's a different question there actually so. Went when I think of JPMorgan. I'm thinking the big high ranking executives. I do wonder for you know regional managers and stuff like that if there's a pension for them is like I can't see Jamie Dimon sit around being like. Gee I hope I get my my pension you know like I can't see him like that just as he's worth you sevens are million dollars or whatever it is. Yeah I mean it's the employer what a quarter million people something like that it's a huge eight big companies though. F there's a number companies still out there but yet it's definitely gone by the wayside if you want attention these days it's pretty much work and for the the stated the federal gov. Yet JPMorgan is 252000. People. At this point. Story that we came across the Wall Street Journal titled legal marijuana gives hiring managers and headaches so. This this is actually think and be one of the really interest in things about near the rule out of recreational and even medicinal marijuana down across the country in that. You know you've got a whole bunch of industries. That historically. Have required drug tests in order to work and. Well and yet I mean this is something that's been changing pretty rapidly I remember when I started my first job that. Instead of six major investment firm here in the Boston area. They put in my offer letters like you may be subject to a drug test before you know we fully extend employment yeah yeah boasts. You know jobs that I can think of ten years ago. Had that language built in and I didn't get drug tested but they definitely had the ability to do so did you get drug test when you were to stop the job. I was drug tested. I don't remember. I mean like it was like twenty years I don't remember a story and our car dealership that it trucked in Asia the technical error or just when he entered the New York. Yeah yesterday just for something like that and I was I was an intern. And I get drug test for that but so here's the question so you know some of these industries you talk about you know which one so. Health care workers machinery operators those types of people. They get drug tested today form or want a specific and that's based on federal law correct. And so here's the question in it that there's two issues that I see number one. We don't have a reliable. Test for whether or not someone is currently under the influence a narrow one saying I can't go right now. Rick talker with a little B you know needle and might help help these high right now. He doesn't look Qaeda me but you never know like it some people don't look a high like that's how what is. So we can tell that right now so I think until we are able to develop the type of test where we can tell if someone is high we're not at the time. I don't know if you're necessarily going to see a whole lot of movement in these federally mandated drug testing industry. Economy a added you can't and Clinton not to put a forklift in the hands of someone who might be hot now you don't wanna do that day is so one quote or one quote your miracle that I found particularly interest is applicant for transportation and warehouse jobs in California. Tested positive for marijuana use 60% more often twice seventeen and 2015. That is it massive massive. For the two years and I'm not really surprised yeah I think there's. General. I think there's actually general confusion about this issue which is just mind boggling to me but like. Hey guys just because something is legal does not mean that you can be in not be discriminated on based on your usage at work. Right it it it's kind of like okay alcohol being legal BO for a hundred years now. You can't show what to work hammer it into it for just about any public not a problem on by many for driving a truck or anything like that Tucker showed up hammered would be like. That's hilarious now I go home and I'll I'll I feel like okay this to be kind of an entertaining show but I think that there had very few job issue would be. That there's very few jobs were packed being drawn is actually a positive. But I think. I think you're going to see. Where marijuana testing was a pretty much standard across most industries 1015 years ago. That's I think going by the wayside by if you have an office job nobody's gonna wanna test for that because you just you literally can't find employees these days as a unless it's a safety issue people are not gonna want to test this. I'll give you an example that shocked me from this article Catholic Charities New Hampshire stop screening for marijuana because they were trying to fill nursing home jobs. Part of you know they make these that they. When you're getting to that point it it tells you that there's a shift that's happening as far as how people view this now. I still think that on those other jobs the ones where it is there's you know the risk of such. Great I mean to you perfect example and here's the train operators. Yeah they're they're a true separate train accidents where. The engineer's word drug tested after the fact and found marijuana in the system right again you cannot tell from that test of their high at that time. But it's irrelevant your operating a train you can't you can't be used drugs. And and I think part of this also might be pay in certain industries. You might need to just half a higher standard than what is legal so you know for example I think you could make a very good case that. Even if we develop an instant test for whether or not someone is high end and under the effects of marijuana. You make a case that look I don't want big rig drivers ever smoking marijuana. You can make case that we we do need again. I mean this is an issue where the technology really needs to you catch up to the current scenario that we read how they're house to be away we need to find a way. To test for. The if the effect of teaching the bullets in. And I don't know how close we are at a T and I don't know if this is something that is a year away if it's ten years away. And Ed I don't know what markers he necessarily look for but. As more states legalize. Recreational marijuana. This is gonna become bigger problem the data from California shows that they legalized in 2016. In in 2017. The amount of people that the rate at which they tested positive for marijuana with 60% higher than in 2015 to. That's coming soon to you know it a job near you yeah. Rear we're going to see these same numbers in Massachusetts adapt so this does bring us over to our poll question of the day it's up right now on financial exchange showed dot com. In legalized states should employers still screened for marijuana in drug test now get to answer is yes you know despite the fact I'm straddling the it depends on chair. I guess that makes me yes. It makes me and now. So where we have the same answer but two different ways of answering. But I think those jobs are relatively few and far between it and generally speaking. You know what if if one of my co workers here use Maryland their personal time could you just don't show to work. When we when we look at this company right now. What what's going on with them. So yeah the owner about Nickelodeon Paramount CM TE number of different. TV channels. They reached a deal with AT&T the they've been in negotiations. To get their channels back up on the AT&T network so mean they DirecTV is we're talking about here. A us they've reached a deal with AT&T to get the channels back on DirecTV and that's. Move in the stock up about 4% this morning. So Viacom up about 4% of the still stock that over the last year is now down. About 1617%. So little bit of a struggle for them over the last years they compete in this new media landscape. And that is Wall Street watch presented by leader bank. The FHA the place that I got my first mortgage problem. Clamping down on what are called quote risky government backed mortgages so. The FHA program for those who are familiar with them. They offer low down payment and even ethics and no down payment options now. For first time homebuyers predominantly. But also people who might struggle to qualify under. Traditional under right. Pretty much that the FHA it it back stops these these higher risk loans but what they're doing here is they're saying. Look for some of these riskier mortgages we might have extended things a little too far and we need to kind of pull back a little bit from the precipice. Yeah I say they had removed this rule for underwriting that obviously. If you have a credit score score below 620 and a debt to income ratio of forty above 43% they want said did. It used to be yet to have me and you wonder if that and they got rid of that rules a lot of these. Loans are just going through on kind of an automated basis since they're pretty much canceling that decision from back in 2016. So it and you might still qualify for some of these loans if you do have a bad credit score below 620 or is that higher debt to income ratio but it's going to be looked at by a person goes forward. Personally I like this. If you know if you have a credit score below 620 you've got a debt to income ratio above 43 yeah I as a taxpayer I don't really want to ensure that alone at that point or even beyond like uses taxpayer if you're someone who's in that situation you're buying a house. It suggests that you're gonna have some real trouble sticking it through if things go south for at any point in the future just because it suggests that you've had trouble sticking it through in the past when things have got cancer. And I'm perfectly fine taking down a case by case basis yeah that's the entire point here is that this can't be an automated process for somebody with that sort of credit score and that's ingratiate you need to have that worked by an individual who's gonna look at the circumstances. Correct exactly so this is just saying hey we're not gonna rubber stamp these anymore. We got to take a look at them it's estimated that somewhere between forty and 50000. Loans a year. Might be affected here. It's got four or 5% of wild what the FHA originates on an annual basis so. It is it's it's not that a huge impact because you know in general were seen about five million new home sales each year so pay 50000. So effectively mean just to get the mattress and you know a small percentage of total home sales but that means FHA loans or make up a fifth. Total mortgages. Not even a total mortgages total homes toes themselves. Which is an what did you think the guy it's more than you really like to hear about it is it is. The the Fed has a they remembered by the name of Charles Evans who came out to over the weekend and said. They look we we know that we have this US economy that is slowing at the moment. But he says look I don't think we're that close to a recession he still sees economic growth. Well between one and three quarters and 2% this year which would be a deceleration from last year's three point 1%. With all this I was come back to. Does an economist in particular ever get GDP. And only can nobody knows who know they think they don't know one don't like. It's tough first to admit as you know people who watch financial markets. But no notes forecaster revel. Right away economist is like the 1 I am guessing caught scientific type of role where if you're right even one. 30% of the time you know I can start that group yeah and it's it's just it's it's so of this systems are so complex in their also intertwined. Then the long term it means that investors are more hesitant to take on additional risk as the economy goes forward. What we saw on Friday. Was an inversion of the three month. Yield on the treasury. To the ten month yield. Or ten year yield on sorry on treasuries and so pretty much the three month yield was higher than the ten the ten year meaning that. You got paid more for lending short term compared to long term. And this is widely known is as a new measures that can help to predict if recession is on the horizon and potentially coming. In fact it has predicted every recession I think since what late 1976. O'clock a going back a number of years and only once during that period time back in 1998 was a false positive. So this is the kind of thing where if it happens it usually near using grade that might be part of the reason why you had a sell off. On Friday is just tape me of people woke up and saw this and hey they know that everyone else knows this is bad news and so if you think everyone else is gonna start selling stocks. It starts Alex pressed. But this is really telling us anything new to yield curve it's not something that converts on its own it's based on what people already know about the economy yeah. Surveyed it it's basically telling us hey the economy slowing down. We know that. Wonderful we we don't we're aware of that we but it does spoke people in it actually desperate people because of the statistic that I just read off which is it has pretty accurately. Predicted recessions at least through in the United States. Now what's inching as you go to Japan and you go do most of Europe. And it has been horribly unreliable. At that predicting certain recession and so you know it's always important whenever we're looking at these statistics were ever looking at these indicators. Do look into context how has our economy changed since the last time we had an intercession of what might be changing. About this yield current version and. What I find really interesting as you go back one month ago and there was only about a 15% chance that you were going to see a cut in interest rates by the end of this year. Today it's a 64%. Chance that we have a cut in interest rates by the end of this year. Well so to something that bears watching them for for all the Fed watchers out there. We're now somewhat mixed with the Dow in slightly positive territory up about 21 points the SP just turn positive up half a point. But the NASDAQ still down about thirteen points right now. So little bit mixed at the moment. The big names that broke over the weekend. The mower investigation special counsel investigation of the president's. Effectively came back and said. Hey we don't really think there's anything to see here as far as any collusion with the Russian government. And on the issue of obstruction of justice we are punting that to the attorney general. With the attorney general than saying because there was no crime committed. There could be no obstruction of justice that would not have been dispensed so. Pretty much after. Coast two years now I think is what it ended up taking. It looks like when it's all said and gone from a process process process. Prosecutorial. Prosecutorial. Perspective holy cow. It looks like we're not going to be seeing anything else happening at this point so. I think from a short term volatility perspective of ticks and stuff off the table there I've made the case along. You know regardless of what this round you were seen any big long term moves in the market. The cause of it. But so now you've got markets that you can kind of turned from. The political and panel get back to looking at what's happening from an economic stamp policies. And so one of the questions that I do think comes out of this is we have this ongoing negotiation between the United States. In China on this trade deal. And it's there's an article. In CNBC news headlines CNBC this morning read. Hopes rise for US China trade deal after Moeller report. Different view one's actually. The president has been in search of good news for awhile is that a fair statement sure hasn't really had anything big since tax reform and a half ago which the president just got something that looks like really good news for him. I think he's got a stronger negotiating position now and if you wanted to could put the screws to China and say hey I don't need to get a deal right done right now. I could actually wait a little longer because I just got a nice little boost from this investigation and. That is a very good point I did yeah I mean you're going into election season we've got. Democratic primaries. It's a win is the first to be ending June is the first debated in the democratic primary so we are going to be talking about fifteen months yeah. Someone shoot me now gotten caught. And that's going to be rough. But your right edge you know. He was looking for a win he just got a very big win dot and the aid perhaps equally as big as if you got such a trade deal done. That's not part of the bigger so. Yeah pretty read the afford to a little bit more pressure on here and absorb some economic pressure on the US and quite possibly. Yeah he he does not need this now and that's the question is what is he going to take that and say hey I don't need this now likened you know driving harder line. Or does he want to say. Hey maybe it could build additional momentum by getting something done. And put something together with China sooner rather than it's the it's it's tough to get inside his head but my first thought is. Just from an assessment standpoint he just beat the China deal now is much he did today go. You know you're you're right to be you and I've been talking about this and return a show for a while now that now were worried that China trade deal is going to get done pretty soon even if it's pretty imperfect. Because you as we go into election season this hanging over your head. How would you care. It this could actually if if he wanted to in theory. He could actually use this and say look I'm gonna hold out pretty if you can even take this through election season and say. Look I'm holding out for the best deal I'm willing to do what no one else Hadley that's that's a pretty strong campaign missed especially to his core base and core constituency. Now we all know that we. Vote with our wallets and re vote based on very recent economic history if you do that if you make a big being pushed to its. You know get the best deal that China and let's say it does get to wade in new tires going to play. Short term does that do for the stock market it's not particularly good and so I do think there's a balance that yes to strike there. But I also think that from Beijing's perspective if you look at what they're trying to do. Again the last 25 years that there hasn't been a president who has been this aggressive towards China at least outwardly I can't think of one now and if your Beijing. You're sitting there saying okay that the best thing that we can do if begin on a putting myself in the perspective of near the Chinese Government. The Chinese Government I'd I would imagine probably does not want Donald Trump here for a second term just because he's been a pain to them. Do you think that's a fair statement that's probably pretty accurate and so if if you're coming out of from that perspective of your China used you're sitting there saying. She may we should try to make things a little bit worse for the American economy. Because that's probably the quickest way to get references there really is this is the the way that you try to game this out. Is politics is good this is what most people hate politics but this this is also why we have political systems is to resolve issues just like this so I think. We're we're clearly. In the next three to five years I think we're a hugely important inflection point as far as just the overall geopolitical balance in the world. And the more I look at this the more that I think this negotiation. Is going to have made a critical role in determining what the world looks like over the next thirty to fifty years. We'll talk a little bit about just the the Chinese economy and you that got the role that the government plays there. Much every other time in history when we have seen countries try and do. Economic planning in the way that China does in the case the USSR it failed miserably is just incredibly incredibly efficiencies and so far. Arguably it's worked fairly well for China are there indications that. It's getting to a breaking point. Is it getting to the point where did the economy China's becoming highly inefficient because. The Chinese Government is trying to pick winners and losers. Yes it's that the issue is it it never matters until it does you don't you get to it is too big to fail type of perspective. It's funny that you mention too big to fail because I was gonna compare to the US housing bubble yeah you pretty much built that ball over fifty years and it didn't matter until deep. And in China's case. Hey the last fifty years they've been building this ball was like that they've got a huge debt Bobble just like the US does they have all kinds of non performing companies that they and you move money around in this in that. And it doesn't matter until it does and so I can tell you when it will matter. But it's going to at some point right you know that's that's I think it's you can't escape gravity forever eventually it catches up to you. It has many critiques is there are of the US economic its peak in economic system in the way we bailed out all the banks back in 08 or nine. Generally speaking of we allow companies to fail here and that's not really what I mean their companies that fail in China too but. If you win you have companies that are effectively arms of the government. They're generally not allowed to fail. They're not and I would make the argument that since 2009. I think we have riveted dramatically away from. The the idea that we will let companies fail. Readily at least if they are important to the US and in important to not just be important to. The financial system and almost important to markets and almost important too you know the just the system that's built around it now I feel like there's just been a shift that has happened in the last decade there and that's part of the reason why I think. You you've seen some of the things that you've seen as far as date performance forward the banks at this point. Outside of about a one year period in 27 team. The banks be kind of garbage for the last ten years in it because I think to a certain extent. The kind of regulated utilities now yeah I think that's kind of what they are bitter and in good chunk of their businesses and you can make a case that hey that's probably what they should have been turned into but. It still is near kind of the fact when you look at let's take a break right now and when we come back really dig into. Mean that the issue was fixed okay so Boeing I guess also was scheduled event for this Wednesday. Ian which they are going to be you know having some pilots executives and regulators. Out to try to talk about what to do with their software fix it sounds like they're getting close. But it's. My my fear and I see this as someone who A flies a lot B is a Boeing shareholder in C is just a human being in general. And a boring about them trying to get this fixed so quickly that they don't really get it right. Yeah I if if only that gets rolled out is just some software. Patch. Mean that that's not enough wave really I think you need to come out here and say look. We are mandating this many hours of new training on the software there were pretty significant changes here so. This is what we're paying for for all of our airline pilots to be able to heal all anyone who bought the 737 Max. We are going to be rolling out this new training module for all of the pilots and these are the specific fixes were making to software and possibly hardware. To any of the existing planes in new orders that would deliver some sense of safety to me then just coming out saying hey look. You know it reads this software patch and though we had all these pilots tested and it's fine doesn't give me any warm and fuzz. I'm not someone who gets nervous about flying you know I fly pretty regularly and it's it's something that I've been doing for now as long as I can remember so it. And get nervous when flying. But I just I worry about. It again this kind of the human element of all this let's say that they clear all these planes and they say okay we've we've updated the software that air worthy bull all of law. If you get on a planet in I don't think most people check what playing their flying on before they fly I think it's just take whatever the cheapest fares that's again in a book. If you get on a plane and you have trouble with flying to begin with then you open up the little safety thing and it says hey you're on 737 Max. Yeah just think about like pounder like. I see people having panic attacks I see people asking to get off planes like. I'm talking just about the human element in all of this because Boeing solution is able fix the software and all be right. I I. It doesn't take into account the fact that human beings don't. Work like that you know just again there needs to be much more PR push to address them work with the pats and I still think there will be. But we're not hearing anything about it right now that's opener for it is so you know you've got this it's going on and then on top of that. You have this this fast track certification. That Boeing used to try to really to get the 737 Max approved. And this is an area where there is a whole bunch of scrutiny coming in and I think it's a good thing there's scrutiny coming in you've got everybody investing the FBI is investigating the process at the Justice Department wouldn't intuit so. Everybody is looking into exactly what the process is for a new plane to the you know rolled out and approved. And pretty much what's what's at issue here is that you know Boeing just like every other companies that don't wanna make it seem like bones the only company that does this. But Boeing has lobbied for years to say hey we're developing airplanes that we wanna speed of the time that it takes from testing through approval. Turk which I get look if you're running a business you want to spend less time testing and more time selling like that's. As as any business can attest to that that is deal at a major goal because if you can't sell your planes you can't produce them and deliver them. You can't make money like it's it's pretty basic there. But you and you do want a good relationship between regulators. In the companies they regulate these of their enemies they're just gonna hide itself from each other. And that's not what you want when it comes to airplanes safe you want the regulators and the manufacturers working together. Yet you you want it all out there and in kind of out in the open. But I think the big question here. Is you know whether or not too much of the responsibility. Here. Was delegated away from the FAA in towards the manufacturer in this this gets back to. A program established by the FAA back in 2005 about fourteen years ago. Not in it something called the organization designation authorization program. Which is three straight words ending in TI ON which means that none of them actually mean anything. But pretty much what it allowed four were certain parts of the safety certification. Boeing would be responsible for saying however thing would work as opposed to the FAA saying that they'd be responsible. And the thought is that. This might have kind of been the area where. It led to bone being able overstepped its bounds a little Britain. And so you know this this is a piece here that apparently they're going to be looking at pretty closely and I wouldn't be surprised if you see some changes made just because. There's an awful awful lot of like building up for Boeing going forward on this but for you the FAA in kind of the legitimacy.
